About us
The National Lao-American Community and Economic Development is a nonprofit public benefit tax deductible
501 c (3) organization that was founded on January 1st, 2003 in Fresno County, California, USA.
A founder, Kossadary Phimmasone, a Ph.D. candidate; a postgraduate of the French "Institut International de
Recherche et de Formation En vue de Développement Harmonise (IRFED)," and "Institut de Commerce International
(ICI)" MBA Eq.; a graduate of "Académie Commerciale de l’École des Hautes Études Commerciales (HEC);" he received
his French "Baccalaureat Technique-Économique de l'Université de Paris," France. Mr. Kossadary Phimmasone serves
as the Board’s chair. He is the former Cabinet Minister of Lao Provisional Government of National Union, former
Director-General and Director of Foreign Trade of the Royal Lao Government National Economy Ministry. He helped to
organize the Agency’s first Board of Directors, procured liability insurance and rented an office/facility owned by Fresno
City Parks and Recreation Department.
Co-founder, Houmphanh Jack Boungnasiri is a former Major of the Royal Lao Army, a former green beret who had
training in the Kennedy Special Warfare school in Fort Bragg, North Carolina, and an Electronic Engineer. The
Agency’s Executive Director, Mr. Houmphanh (Jack) Boungnasiri holds three academic degrees: MBA, BS, and AS.
Jack also earns a State of California Life Agent License. He has served on the Agency’s Board for over one year and
is involved with many organizations serving Laotians in California. “Jack” reads, writes, and speaks Lao, Thai, English
and French languages.
